Health and Sanitation wing

The Health and Sanitation Wing of Municipal Corporation Jammu is headed by Health Officer and assisted by two Sanitation Officers and four Assistant Sanitation Officers. This section holds the highest public importance and is backbone of the Corporation. This is the only section of JMC which attends/redresses complaints of general public throughout 24 hrs (i.e. 24 x 7) to provide clean, hygienic and pollution free environment to the general public.


Enforcement Department

Removing of encroachments is a regular activity of the Jammu Municipal Corporation. Jammu Municipal Corporation intensified the anti encroachment drive within the limits of this Corporation. During these drives the enforcement wing of this Corporation faces a resistance from the encroachers even at times the encroachers manhandled the staff. The Corporation requires its own police establishment so that effective steps can be taken to curb the menace of encroachment, unauthorized and unplanned constructions.

The Enforcement Wing discharges functions under the provisions of J&K Control of Building Operation Act, 1988 and is responsible for the Enforcement of provisions under this Act such as Enforcement of Building Bye Laws within the areas falling under the jurisdiction of Jammu Municipal Corporation and undertakes anti-encroachment drives on regular basis as per the schedule prepared from time to time to clear the encroachments in markets, footpaths and pavements. During the drives the goods / articles kept by the shopkeepers and vendors by encroaching upon footpaths / pavements are also seized.

Establishment Section

Establishment section is existing since establishment of Jammu Municipality. The Establishment section is working under the immediate control of Joint Commissioner (Adm). Subject to approval of Commissioner the administrative matters / service matters and other allied affairs of Corporation are carried out by the Joint Commissioner (A). The Joint Commissioner (A) performs such duties as may be conferred and imposed upon him / her as per delegation made by the Commissioner in accordance with provision of J&K Municipal Act 2000.

Electric Division, JMC

The Electric Division of the Municipal Corporation Jammu came into existence in 2006-07 headed by Executive Engineer. Earlier the Electric Section was confined to Sub-Division headed by Assistant Executive Engineer.


Civil Works Department

The Civil Engineering wing of JMC takes up all types of civil works like :

rightOther civil works like Constructions / Upgradation / Repairs of Lanes & Drains within the jurisdiction of Jammu Municipal Corporation.

The Electric Wing of JMC installs & maintains street lights & High Mast lights including repairs & allied electric works within the jurisdiction of Jammu Municipal Corporation. Besides Traffic Signal System is also monitored by Electric wing.

The Mechanical Wing of JMC is responsible for maintenance & repairs of machinery & fleet of vehicles deployed by the organization. Besides Municipal Workshop undertakes servicing & greasing of Municipal vehicles & Machinery, Repairs of garbage container & wheel Barrows, Fabrication of Iron gratings etc.


UEED

rightThe Jurisdiction of Sewerage and Drainage Division (west) Jammu of UEED Deptt. falls within municipal limits of JMC.

rightAt present, Sewerage and Drainage work within Jammu municipal limits is being looked after by the said Division.

rightHowever few Drainage schemes in Bhathindi area which is outside municipal limits are also being looked after by this Division as they were already with this Division before the devolution of powers to JMC. A report in this regard has been sent to the Administrative Deptt. for rationalization of the schemes so that JMC budget is not burdened with the areas outside our jurisdiction.


CENSUS CELL OF JMC

Census is conducted after every 10 years in India at each District level. In JMC for the conduct of Census a Census Cell was established in JMC for the conduct of Census in JMC areas in 2010. JMC has completed four phases of Census as detailed below:-

Staff Strength & Work Allocation/Function & duties

There is no sanctioned staff strength for Census Cell but the Cell is created by deputing staff of JMC. One Statistical Officer (Deep Kumar) of planning section and one Sanitary inspector(Anoop Sharma) were attached in the Cell along with three officials namely Ramesh Bhagat I/C Clerk from Health Section, Sandeep Khajuria and Vishal Khajuria from Electric section of JMC. The Section /Cell is allocated the work of conducting of Census within JMC limits and consolidate the data related to Census of JMC.

At present the Census phase namely Updating of National Population Register and seeding of Aadhaar No in the National Population Register (NPR) data base is in progress. For conducting the updating and seeding phase, Census Cell has appointed 506 Nos of Enumerators for conducting the field operations. All the Enumerators were provided necessary trainings by the Census Department of India. For field operations Census Department of India has provided NPR data base in shape of books through Deputy Commissioner, Jammu. These NPR books were issued to the trained Enumerators for updating by visiting door to door within JMC limits and out growth areas allotted to JMC by Census Department.

Achievements for the year

Census Cell has established 102 Nos of Biometrics enrolment camps for preparing Aadhaar Cards of general public residing within JMC limits and in its outgrowth areas allotted to JMC. The biometrics of 4,01,234 souls have been captured in the said 102 camps against the total of 4,95,134 souls. For capturing the biometrics of left out population in JMC and OG areas following Permanent Enrolment Centres are functioning at different places.

Revenue Department

Functions of Revenue Section includes :

Building Section

The mandate of Building Section is to issue building permissions for the construction of commercial/ residential buildings within JMC limits.


Accounts Department

The Central Accounts Section working under the supervision of Chief Accounts Officer and under the control of Worthy Commissioner, JMC. There are 30 Nos. permanent employees working in this section. Out of these 27 Nos. employees, 06 Nos. Accounts Personal are on deputation from the J&K Finance Deptt., rest of employees are from the Corporation. The Central Accounts Section deals with all types of financial matters of JMC. Besides the drawing and disbursing powers is vested with the Chief Accounts Officer. The process for seeking approval for release of payment files are also being processed in the Central Accounts Section received from the other wings of JMC. The section also complies the Utilization Certificate in respect of Devolution Grant, Plan Funds, CCDP, CSS ETC for submission to Administrative Deptt.

Transport Department

The Transport Section of JMC is generally considered as the backbone of our corporation. It has to play an important role in sanitation of areas within the JMC limits. It involves collection, transportation and safe disposal of garbage / refuse into landfall sites at Bhagwati nagar, Jammu.

The Garbage / refuse is disposed off after segregation of wastes into three kinds:

rightBio degradable.

rightBio non- degradable.

rightConstructions wastes.

Besides this, the transport section also provide mechanical transport for lifting of dead animals/ stray Animals/ Dogs etc. within JMC limits for the convenience of general public which otherwise will create nuisance for the Public. Mobile toilet facility, drinking water facility is also provided by the transport section during seasonal functions, festivals like Eid, Dusshara , Navratra , Gurupurab etc. septic tank cleaning is also available for the convenience of general public .

The most important function of Transport section is de silting of Nullah & Deep drains falling with in JMC limits. The Nallahs and deep drains require regular and periodical de-silting specially before the onset of monsoon season so as to avoid any kind of mishappening and inconvenience to the General public. Some of the Nallahas and deep drains are very vulnerable and needs special attention otherwise there can cause major damage in the low lying areas of Jammu. In case of rains water overflow and enter into the houses of local residence.

The desilting of Nallahs and Deep drains has been a big problem in monsoon season and therefore requires special attention in the interest of general public.

Legal Section

The Legal section of JMC assists& advice the Corporation in all Legal matters. The Legal issues received from all sections of JMC are examined by this section & legal opinion is also tendered as & when required. This section also makes all necessary arrangements for conduct of court cases pertaining to Hon’ble Supreme Court, National Green Tribunal, Hon’ble High Court, J&K Special Tribunal & all other Sub-ordinate courts wherein the interest of the Corporation/State is involved. The Legal section over all monitors the court cases of JMC, assists the Standing Counsels of JMC before different courts for filing Writ Petitions, Objections & also filing of Appeals before the Next Higher Forums.

Veterinary Wing

The Municipal Veterinary Section of JMC is dealing with the menace of Stray Cattle, Stray dogs, Antirodents, Slaughter houses, Cattle Pounds, Polythene Enforcement team and attending to any sort of complaints regarding animal origins, accident cases, rabies cases etc within Municipal Corporation limits.

Functions & Duties of Veterinary Wing of JMC

rightChecking Slaughter of animals to ensure supply of good quality of meat.

rightLicensing of Pet dogs and controlling the menace of Stray dogs.

rightTo attend Complaints of Rodents.

rightTo attend the complaints of Stray animals particularly accident cases, sick animals, rabbies cases.

rightAttend to any sort of Complaints regarding any sort of animals within Municipal Limit.

rightTo attend the Complaints of Toll Free of JMC

rightTo redress the public Complaints related to Sanitation with the help of “Clean Up Jammu” Team.

rightSterilization/Immunization (ARV) of Stray dogs at Municipal Animal Care Centre Roop Nagar Jammu.

rightRegistering the Pet shop/Pet Clinic/ Pet trader/ bird trader in the Jammu Municipal Corporation Limit.
